The RCM Foundation was established in 1998 to promote, through the network, the participation of citizens and local communities in the definition of public policies and to build bottom-up projects, proposals and civic oriented initiatives.

Here we propose an overview of the tools, experiences and initiatives of the RCM Foundation and a review of methods and in-depth examinations on the link between participation and e-participation in local projects.

Here we pay particular attention to ICT technologies for e-democracy, in the belief that participation is impossible without e-participation.
